Reactive vs Proactive: Why It Matters

Every tool in the first four categories is reactive. They all operate after AI-generated code has been written. Some catch problems earlier than others (a linter runs locally before commit, a SAST scanner runs in CI after commit), but they all share the same fundamental limitation: they can only flag problems, not prevent them.

When a reactive tool flags AI-generated code, it triggers a loop: the developer must re-prompt the AI tool, regenerate the code (consuming more tokens), re-commit, and wait for the tool to run again. At scale, these loops cost organizations millions of dollars annually in wasted tokens, engineer time, and CI compute.

SAST Scanners Are Not Governance

  • Your organization's architectural patterns and conventions
  • The context that was sent to the AI model
  • How to prevent the same issue from being generated again

A SAST scanner can tell you that a secret was committed. It cannot prevent the AI model from generating code with embedded secrets in the first place.

Config Files Are Not Enforcement

Tools like Cursor allow .cursorrules files, and Copilot supports instruction files. These provide hints to AI models about your preferences. But they are advisory, not enforceable.
